On September 11, 2026, the Chairwoman of the Electoral Council of the Leova District Electoral Circumscription No. 22, Roxana Ceoric, participated in the fourth conference of the "Accessibility Conferences" series, part of the Capacity Building Program for Persons with Disabilities for Participation in the General Local Elections of 2027.
The conference titled "Understanding Inclusion Throughout the Electoral Cycle, from the Pre-Electoral Period to the Campaign and Election Day, to Post-Electoral Processes" was held online and was dedicated to the role of inclusion at all stages of the electoral cycle. The lecture was delivered by Meredith Applegate, a specialist with 15 years of experience in electoral assistance and democracy programs in various regions of the world. Her professional work focuses, among other things, on promoting inclusive electoral processes, civic engagement, and gender equality, as well as supporting the political participation of marginalized communities, including persons with disabilities.
During the conference, the eight stages of the electoral cycle were presented, from the legal framework and voter registration to election day and post-electoral evaluation, highlighting ways to integrate inclusion into each of these stages. Additionally, barriers faced by different categories of people in the electoral process were addressed, including individuals with physical, sensory, intellectual, and psychosocial disabilities, as well as examples of international best practices and practical tools for electoral officials, political parties, the media, and civil society.
The participation of electoral administration representatives in such activities contributes to the exchange of experience and capacity building in the field of electoral accessibility and inclusion, in the context of preparing for future electoral processes. The event was organized by the INFONET Alliance, as part of the "Equal Access for All" campaign, with the support of the project "Strengthening Democratic Resilience in Moldova," implemented by UNDP Moldova and funded by Norway, Sweden, and Denmark.
